The amendment would strip existing statutory protections for small refineries and put them at risk of closure—the legislative text itself even contemplates shutdowns. At a time when we need as much domestic refining capacity as possible to help stabilize gas prices, this amendment moves in the wrong direction and must be rejected by the House Rules Committee.
