Small Refineries of America (SRA) is an ad hoc coalition of companies operating small refineries across the United States. These refineries are often the backbone of local economies, providing high-wage, union jobs at many locations; and serving as the largest employers in many communities. Often operating far from major hubs, our members support critical industries and the military, and sustain economic support and affordable reliable fuel in rural and industrial regions.

Small refineries supply specialized and essential fuels for:

·      The U.S. military and national defense

·      Agriculture, mining, and manufacturing

·      Construction, paving, and infrastructure projects

·      Regional and inland markets with limited alternative fuel supply

Small refineries face unique regulatory challenges under the Renewable Fuel Standard (RFS) administered by the U.S. Environmental Protection Agency (EPA). The RFS imposes significant compliance expenses that can determine whether a refinery remains open or is shut down. And small refineries lack economies of scale and cannot easily absorb volatile regulatory costs.

Congress created the Small Refinery Exemption under the RFS to address this reality. Efforts to weaken or eliminate Small Refinery Exemptions threaten refinery closures, higher fuel prices, and greater reliance on foreign energy.

SRA works to ensure the Renewable Fuel Standard is implemented as intended—focused on energy security, affordability, and fairness—rather than as a mechanism that disadvantages small refineries and American workers.
